Zaporizhzhia hosted another meeting within the framework of the ‘Dialogue between Government and Business’ platform initiated by Ukrainian President Volodymyr Zelenskyy. The event, organised by the Zaporizhzhia Regional State Administration, was dedicated to effective tools for supporting exporters.
Participants included entrepreneurs, representatives of ZTPP member companies, and heads of united territorial communities.
During the event, the Zaporizhzhia Chamber of Commerce and Industry presented the main areas of its work and new tools to support businesses engaged in foreign economic activity.
The Export Credit Agency of Ukraine presented insurance programmes for foreign economic contracts, loans and investments aimed at supporting Ukrainian exporters and reducing risks when entering new markets.
Maksym Kucherenko, Deputy Director of the Department of Economic Development and Trade of the Zaporizhzhia Regional State Administration, noted at the beginning of the meeting:
“The region’s export-oriented enterprises demonstrate high resilience and adaptability to change. They continue to operate and create products that are in demand on the domestic market and abroad. For more stable economic development, one of the tasks of the authorities is to promote and develop export potential, as well as to create conditions for the successful international activity of enterprises.
The Export Credit Agency of Ukraine plays an important role in this process, providing insurance, guarantees and financing for export operations, helping companies to confidently enter new markets. and at the regional level — the Zaporizhzhia Chamber of Commerce and Industry, which provides advice on foreign economic activity, certification, and finding international partners, and supports enterprises at the regional level.
Systematic support for exports is a key area of the Chamber’s work
As part of the national system of Chambers of Commerce and Industry of Ukraine, the Zaporizhzhia CCI consistently implements a strategy to support export-oriented companies in the region.
One of the key areas of the Chamber’s activity is the development of the export potential of enterprises — from market analysis to product certification according to international standards.
Andriy Kuts, Vice President of the Zaporizhzhia Chamber of Commerce and Industry, presented the main services currently available to enterprises in the region.
In 2025, the ZTPP’s portfolio of services was expanded with a new service — full support for conformity assessment, technical file development, and certification according to EU standards.
Another important area of work is the preparation of certificates for businesses to participate in Ukraine Facility public procurement. The Zaporizhzhia CCI determines the origin of goods and issues certificates of forms U-1 (for goods of Ukrainian origin) and T-1 (for goods from eligible countries) in accordance with current legislation.
Also, in accordance with Resolution No. 1256 of the Cabinet of Ministers of Ukraine dated 3 October 2025, agricultural producers can export soybeans and rapeseed without export duties, provided that the origin of the goods is confirmed. The Zaporizhzhia CCI already provides a service for issuing such conclusions, helping agricultural enterprises to take advantage of the new export conditions.
Comprehensive services for business
‘The services of the Zaporizhzhia Chamber of Commerce and Industry are currently focused on helping enterprises in wartime conditions, ensuring the region’s viability and the effective functioning of business. The work is carried out by licensed experts in accordance with national legislation,’ emphasised Andriy Kuts.
The Chamber provides a wide range of services:
certification of origin of goods (forms U-1, EUR.1);
customs clearance of goods and ATA carnets;
identification of military goods;
commodity expertise in terms of quality and quantity;
certification of force majeure circumstances.
From 2020 to 2025, ZTPP experts processed more than 5,000 cargo customs declarations, and since the start of the full-scale war, more than 1,000 force majeure certificates and hardship conclusions have been issued.
International projects and consulting
The Zaporizhzhia CCI is a full member of the CMC-Ukraine Management Consultants Association. Its experts help companies adapt their production to EU requirements, develop export strategies, conduct free training on product conformity assessment, and advise on CE marking.
The Chamber also participates in a number of important initiatives aimed at supporting small and medium-sized businesses and developing exports:
European Enterprise Network (EEN);
Partnering in Business with Germany (GIZ) programme of the Federal Ministry for Economic Affairs and Energy;
Network of Business Information Support Centres.
PRO_Business — an online platform for Zaporizhzhia businesses.
During his speech, Andriy Kuts paid special attention to the PRO_Business online platform, which the Zaporizhzhia CCI launched in 2022. Its goal is to showcase the region’s economic potential, support local manufacturers, and provide entrepreneurs with a convenient tool for international presentation.
Currently, the resource catalog.cci.zp.ua features more than 800 enterprises from various industries in the region, including machine building, metallurgy, agro-industry, food, light industry, chemicals, printing, services, and consulting.
Platform participants will also receive a weekly information digest from the Zaporizhzhia CCI.
The ‘Dialogue between Government and Business’ platform continues its work.
The Zaporizhzhia Chamber of Commerce and Industry will provide information about further events and invites member companies of the Chamber to join the discussions and take advantage of export support opportunities.
